Specialist advice on Planning Law and Practice from an experienced former local authority solicitor. Unlike most Planning consultants I aim specifically to provide a service to householders and small businesses, and my fees are approximately two-thirds what most consultants of similar expertise charge. Exeter Planning is a home based consultancy. This means overhead costs are kept to a minimum, and these savings are passed on to clients.

As I specialise in Planning Law (I spent 14 years as a solicitor with local planning authorities), where appropriate I act in cooperation with other professionals involved in the planning process (such as architects). My philosophy is that by operating as a team, clients will receive the very best specialist advice from a range of professionals.

Unusually for a Planning Law specialist, I specifically aim to provide a service to householders and small businesses at an affordable cost. My rates are set to reflect this. I do not seek to compete for larger scale commercial work.

I operate mainly through electronic means, but where appropriate I am of course happy to meet with you, and my usual practice would be for me to visit you at your premises at a time convenient for you.

Although based in Devon I accept instructions throughout England and Wales and have acted for clients from as far afield as Lancashire, Yorkshire, London, Essex, Suffolk, Herefordshire and Cornwall.

I am a qualified solicitor who spent approximately 15 years working with local planning authorities including advising planning committees

I have experience of handling planning appeals both in the public and private sector, and my experience and training as a solicitor is helpful in an area where planning law can be significant

Certificates of Lawfulness

A Certificate of Lawful Development (either proposed or existing) is the only official confirmation from a local planning authority that what you are proposing (or have done) is legal. It is a process generally carried out by the local planning authority legal service and is dependent upon law and evidence rather than planning policy, so as an experienced planning solicitor I can help you put the best case together

Planning permission is required for “development". There are two forms of “development"; building work and change of use of land or buildings.


There is a streamlined scheme for appeals relating to householder applications such as extensions, outbuildings, fences, walls and alterations to the external appearance of a house. These appeals have to be made within a strict time limit and your appeal


When planning permission is granted it is usually subject to conditions. These conditions restrict what you can do with the property and will often have an adverse effect on its value. I can help you apply to the Council for permission to develop the la


Where development has already taken place (be it works or a change of use), you may wish to consider obtaining an official Certificate confirming that it is lawful.


Enforcement is a very technical area of Planning Law and has generated significant case law.


Where a planning application is required I can advise as to whether an application is likely to succeed having regard to the relevant planning policies; discuss the Council's requirements with Council officers; prepare the application.


Section 106 agreements are arrangements between applicants for planning permission and the local planning authority. They are usually used to secure financial contributions towards infrastructure improvements

I live in a Green Belt area where it’s almost impossible to get planning permission. I suffered from a restriction on my property’s permitted development rights imposed by the Council in 1993. I discovered that such conditions should only be imposed in exceptional circumstances and I approached various consultants all of whom dismissed the possibility of getting the condition lifted. Paul gained 16 years extensive planning experience as a local authority solicitor. He did not rule out my case as “difficult” or something beyond him (as the other consultants had).
